A few comments (all of this assumes a 7 HML II/2 LSE II,2 Inv II,Web,Disruptor/4 SPR/3 CDFP Drake):
- I would expect to need to either be able to tank 350 Kin/Thm DPS. Make sure to kill their drones off early - especially if you don't have any to worry about them remembering to shoot. This will lower their DPS to < 250 DPS in a typical 4 SPR scenario.
- I would expect to need to break 830 omni DPS (674 RF EMP, 784 RF PP, 656 IN MF). This is the bare minimum to ever break his tank - if you're buffer fit, you aren't going to win.
- Most Drake pilots will not shoot your drones. Furthermore, they are almost certain to shoot kinetic (and only kinetic) at you.
- Overheat right as he hits peak recharge .. if you hit "the wall" before then, you probably won't break him before your guns burn out. :-/
- The ability to disengage vs SURPRISE BUTSEXXX!!!! Drakes is a very nice addition.
The Harbinger seems like your best choice - start the engagement at range to see what he's packing. Whittle him down a bit (shields melt like butter until recharge rate is hit) before getting in close and bringing up the close range ammo.

Not so sure about losing an Astarte because I assume he didn't bring non kin missiles. As to the Rook: unless you've got a 100% guaranteed jam, seems like he'll probably avoid the jam and kick your ass in the 20 seconds between.
